According to a recent Reuter’s article and Pew study, the state workers’ pension gap was at $757 billion in 2010. States such as Pennsylvania admitted to neglecting to pay the full amount that was recommended to put into its retirement system between 2005 and 2010. Pennsylvania itself was at a $25 billion gap by 2010. Many states are trying to act fast in devising their reform plans on time for the November ballot. In California, Governor Jerry Brown has three important features to his 12-point pension reform plan are as follows: require all public employees to pay half the cost of their retirement plans; require future employees to share the risks associated with their plans with tax payers; and tying state and local retirement ages to federal retirement ages. Also in California, the Senate passed the California Secure Choice Retirement Savings Trust Act for the private-sector, which would require businesses with more than five employees to enroll in a new personal pension defined benefit retirement plan unless they already have one in place. Connecticut is considering a similar state-administered retirement plan for small businesses.
